I found a small bank of information and guides on the intensity of light needed on residential streets - looking at the different classes of intensity needed.

"If facial recognition is necessary for pedestrians, additional requirements like minimum vertical illuminance (Ev,min) and minimum semi-cylindrical illuminance (Esc,min) have to be fulfilled as well".

In residential areas metal halide lamps and LED lights were recommended just as Robert Starling had also.

Although specific to the road/whole street, this information is useful to see how lights are chosen specific to an area - but I feel it is pointless myself delving too deep in these technicalities - I would take my requirements to an engineer to figure out these calculations.
